During the period of the 15th Five-Year Plan, China's energy development has entered a period marked by the overlapping and evolution of security risks, intensified advancement of low-carbon transition, accelerated breakthroughs in energy innovation, deep-dive efforts in institutional reform, and adjustment and reshaping of international cooperation. To scientifically guide the high-quality development of energy and accelerate the building of a new-type energy system, this Plan is formulated in accordance with the "Outline of the 15th Five-Year Plan for National Economic and Social Development of the People's Republic of China."
We shall uphold Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guide, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the successive plenary sessions of the 20th Central Committee, conscientiously carry out the arrangements of the Fourth Plenary Session, adhere to the general principle of pursuing progress while ensuring stability, and fully and faithfully apply the new development philosophy in all respects. With high-quality energy development as the theme, carbon peaking and carbon neutrality as the driving force, and the strategic goal of building a strong energy nation as the focus, we shall deeply implement the new energy security strategy of "Four Reforms and One Cooperation," better coordinate development and security, take ample security as the prerequisite, economic feasibility as the foundation, technological innovation as the guide, and institutional reform as the impetus, accelerate the building of a clean, low-carbon, safe, and efficient new-type energy system, and ensure that the energy lifeline remains firmly in our own hands.
By 2030, a clean, low-carbon, safe, and efficient new-type energy system will be initially established. Comprehensive energy production capacity will reach 5.8 billion tons of standard coal equivalent; the complementary mutual-support and security resilience of the power system will be comprehensively enhanced; and energy imports will be diversified and controllable. Coal and oil consumption will peak; the share of non-fossil energy consumption will reach 25%; the installed capacity of wind and solar power will exceed 50%, becoming the main body of installed power capacity; and the share of non-fossil energy in power generation will reach 50%, becoming the main body of electricity output. A new-type energy infrastructure system that is robust and resilient, green and low-carbon, integrated and converged, and intelligent and efficient will be built at a faster pace, and a new-type power system will be initially established. Key technologies and equipment across the energy industrial chain will achieve overall self-reliance and controllability, advancing China into the front ranks of the world's energy science and technology innovation nations. Market and pricing mechanisms adapted to the new-type energy system will be improved at a faster pace, and a unified national electricity market system will be basically established.

We shall adhere to the principle of "coordinating the whole country as one chessboard," balancing energy and the economy, total volume and structure, the nation and the regions, and the domestic and international dimensions. We shall promote the formation of five major growth blocks for non-fossil energy supply, consolidate and optimize fossil energy production bases, strengthen the coordinated layout of energy development and energy-consuming industries, coordinate and optimize the layout of energy backbone corridors, and continuously expand diversified import channels.
1. Five Major Growth Blocks for Non-Fossil Energy
Adhering to the multi-energy approach of wind, solar, hydro, and nuclear power, we shall implement a ten-year doubling action for non-fossil energy. The "Three-North" wind and photovoltaic bases, the Southwest integrated hydro-wind-solar bases, the coastal nuclear power bases, the offshore wind power bases, and distributed new energy will become the main production highlands for non-fossil energy.
2. Fossil Energy Production Bases
We shall optimize the coal development layout, focusing on building five major bases in Shanxi, Western Inner Mongolia, Eastern Inner Mongolia, Northern Shaanxi, and Xinjiang, while also considering the construction of successor production capacity in eastern and central regions. We shall strengthen the construction of oil and gas strategic security bases, focusing on major oil-and-gas-bearing basins and key sea areas, building strategic oil and gas security bases such as Ordos, Bohai Bay, Sichuan-Chongqing, Tarim, and Songliao Basin. We shall promote coalbed methane development in the eastern part of the Ordos Basin.
3. Coordinated Layout of Energy Development and Energy-Consuming Industries
In energy-resource-rich regions, we shall strengthen energy development and industrial chain extension, coordinate "West Power for Western Use" with "West-to-East Power Transmission," strengthen the coordinated layout of industrial transfer and clean energy, promote the integrated development of electricity with advanced manufacturing, computing power, hydrogen energy, and other industries, and promote the local and nearby conversion and utilization of energy resources. Key energy-consuming regions shall rely on strengthening the nearby development and utilization of non-fossil energy and reasonably adding supporting power sources to enhance local self-supply capacity, striving to achieve that 70% of the energy consumption increment in eastern regions during the 15th Five-Year Plan period is produced and secured locally. We shall strengthen energy support for the national strategic hinterland and enhance energy factor security for major economic provinces.
4. Energy Backbone Corridors
We shall build major circulation corridors for important energy products. The power flow will form an overall pattern of transmitting electricity from the "Three-North" wind and photovoltaic bases and the Southwest integrated hydro-wind-solar bases to load centers, with new West-to-East power transmission capacity exceeding 80 million kW. The transport layout of "West Coal to the East" and "North Coal to the South" will continue to be optimized, the collection and distribution systems supporting coal transport corridors such as Tang-Bao, Wa-Ri, Hao-Ji, and Shuo-Huang will be further improved, and Xinjiang coal outbound transport will expand into a "one axis, two wings, multiple links" corridor layout. The infrastructure layout of the oil and gas "national single network" will be further improved, the main trunk corridors of "West-East Gas Transmission," "Sichuan-East Gas Transmission," "North Gas South Delivery," and "Offshore Gas Landing" will be further strengthened, and the total length of the national oil and gas pipeline network will increase by 20,000 kilometers.
